Approved by Jason 2026-09-12 under #1503. Brief: docs/plans/2026-09-12_control-board-mvp.md, Piece 3: ledger (numbers for the rails). Author Darkwing; independent review required before publication. Build packages/ledger only plus canonical tracking records. CLI reads local refactor subjects, one Gitea issue-list request, and repo seat Pi user messages. Implement all six brief fixture checks, inclusive UTC dates, explicit unknown values, no fleet/data-root writes/board changes. Commit and push to refactor authorized. Gate D remains Jason writing one sentence using a measured number in CURRENT.md. Requested live interval: 2026-09-06 through 2026-09-12.

Implementation ready for independent review. Ledger fixtures 20/20; combined ledger, board, seat and registry Node suites 202/202, also reproduced in a clean HEAD-plus-candidate copy. Initial clean-copy run omitted tools/tmux and failed the existing executable-presence test; restoring that tracked dependency yielded 202/202. Found and fixed one blocking existing helper defect: gitea-api.sh successful GET returned status 1 via its no-body cleanup trap. Offline GET 200, POST 201 and GET 403 tests cover the one-line fix. Exact six-file review request: docs/plans/reviews/2026-09-12_ledger-review-request.md, assigned Filbert via agent-send transport exit 0. Publication waits for independent approval. Gate D remains Jason-owned. Gitea single-call cap handled by updated-since query, fail on full 50-row page, unknown missing metadata. README states counting limitations including historical numeric issue collisions.
