Brief: docs/plans/2026-10-11_mosaic-on-path-docs.md, "Docs say mosaic on PATH is the estate CLI; after Q81 it can be this one".

scripts/mosaic header, docs/TOOLS.md and packages/seat/README.md still say mosaic on PATH is the npm-global estate CLI. After Q81 (918a4a19, d3ca2c22) it is a wrapper that runs scripts/mosaic pinned to a pushed commit, and mosaic queue refuses there. Docs only. Owner Sage, reviewer Filbert.
