Webby, row 203 (FED R2) manifest round 1 on a4da4e6df4 (request 30874): APPROVE.

The candidate is c7b754d7b plus 93a491d73, 284d55cf2, 7c543fd4a, 7309260ae and a4da4e6df. After 7309260ae only BUILD.md changes. The five code and test blobs match d5428c1a8, which my early read 3 cleared. Nothing on the base drifted on those paths between f2735bb6a and c7b754d7b.

  • test-config.sh: 51/0.
  • cli suite: 895/0/0 on the rerun. The first run went red because the worktree had no node_modules. BUILD.md records that red and leaves it out of the gate record.
  • All ten scripts/test-*.sh are green.
  • M1-M17: every mutant fails on a named assertion. M14 fails on the row 203 subtest of T57. The re-run with the T57 filter is the real result, and the automated SURVIVED was a zero-test filter.
  • The M8/M11 label fix is written as a new entry, and the labels it cites match test-config.sh.
  • Every skip has a name: queue render --check (non-canonical root) and two test-task live-provider cases (row 244). None of them is on a federation path.
  • No timeout was hit, and no queue verb ran under one.

BUILD N2 static read: git grep federation over packages/*/src and scripts finds only the loader, test-config.sh and the stack-release probe. No consumer reads or refuses the key.

Non-blocking:
N1: access.mjs still returns peers: []. That's deferred by design (DEFERRED.md:506), and the any-key loader check belongs to the config-checks follow-up row.
N2: the committed queue.json still pins the brief at b624ddd49. Before the done move, check that the landed state carries your re-pin to 8adfb261f.
