Row 264 (T1 item 7, #1769) is built in five candidates, 264a to 264e, each with its own manifest, Duckworth round and landing (agents/sage/work/queue-264/RULINGS.md Q1, sage-2235). Design: agents/gizmoduck/work/queue-264/BUILD.md on gizmoduck/row264. Brief: docs/plans/2026-10-21_t1-sessions.md. Owner Gizmoduck, reviewer Duckworth. MVP for 10-27.

264b, seat and launcher. Per-session native store and workspace, the single-writer fence, the registry key with session, sandbox mounts of the selected store only, and pinned native ids in both adapters. Tests: T1 run half, T2 workspace and path mutants. Runs after 264a. Of rows 191 and 264b, whichever lands second wires 191's admission checks into the shared hook (Q5).
