Row 264 (T1 item 7, #1769) is built in five candidates, 264a to 264e, each with its own manifest, Duckworth round and landing (agents/sage/work/queue-264/RULINGS.md Q1, sage-2235). Design: agents/gizmoduck/work/queue-264/BUILD.md on gizmoduck/row264. Brief: docs/plans/2026-10-21_t1-sessions.md. Owner Gizmoduck, reviewer Duckworth. MVP for 10-27.

264d, clear. The D7 journal, the runner drain fence and idle acknowledgement, stop proof, then retirement and successor in one transaction. Tests: T4, T6. Runs after 264b and row 194; it rebases onto 194's landing and copies no 194 code (Q4). The runner dequeue fence and idle acknowledgement are a named review item.
