Queue row: added in Sage's next gap, owner gosalyn, reviewer webby, gate owner sage, after row 282 (PRD 1.15, #1787). Row 285 (C2-08b, #1790) waits on this row.

Ruling mos-1328 (2026-10-22T18:42:43Z): routing library.write changes the hard-waits list, and under REQ-WAIT-2 only a PRD version Jason approves can do that. Q223 and Q226 don't cover it. 1.15 lands as accepted. 1.16 holds only the library.write routing: the REQ-WAIT-3 note in the existing style, the version note and the source line.

Bounds the text names: creative roles only, within-role; only .md paths under supporting folders a human marked; a live chief grant; one commit per write by the seat's own Gitea account, with the notice and revert; never story files. If requirements.json changes, the row says so.

Steps: Webby reviews the text. Sage sends Mos the commit and blob. Mos puts that exact text to Jason as one question. The row doesn't land before Jason says yes. If he says no or changes the bounds, row 285 is re-briefed.

Found by Scrooge on row 285 (scrooge-285-routing-q1), confirmed by Webby (webby-0164).
