Brief: docs/plans/2026-10-24_model-proxy-rows.md section "Brief: P3 harness config from the proxy" (commit 7fe32d722). Design: docs/plans/2026-10-24_stack-model-proxy.md (9a50f082f), approved with changes in mos-1600. Vikunja 237. No agent reads a real <configDir>/secrets/proxy-management.key or anything under a real <dataRoot>/proxy/; the 8317 host proxy is never touched.

Landed on refactor by the Mosaic Stack lead: merge 5df0e9d6f of R2 (39eadf8ba, 6e9f3d723) and the lead fix (da1f0ceda fake pi key for the federation acceptance hosts, a8e71be03 record correction) onto fddae79ef. refactor fast-forwarded fddae79ef..5df0e9d6f at 2026-11-02T22:08Z. Reviews: Opus APPROVE on R1 (four findings), GPT re-check APPROVE on R2 plus the lead fix. Gate on 5df0e9d6f: every package suite and every scripts/test-*.sh green, cli 1101/0/1 skip, bus 1351/0, GATE_PASSED 22:06:35Z. Open follow-ups F1 (proxy-mode refusal order) and F4 (static proxy option) stay on Vikunja #774; no proxy cutover on a live host until F1 lands. Live state: dragon-lin still runs its pinned copy until a re-pin.
