Jason's 2026-11-03 request in the Lead T3 session: gracefully handle product requests with no matching project/PRD; offer New project (autonomous), New project (guided Q&A), or Add to existing project; carry ideation through PRD, MVP implementation, review and delivery. General decision answers must be clickable in the signed-in Console, not terminal-only Copy commands. Agents must be able to carry authorized work autonomously.

Discovery at refactor 7024e35f5: REQ-WEB-2 already requires one button per option, but broker #consoleResolution admits only two-option credential.mint grants. Broker and task adapter both load packages/tasks/requirements.json for Mosaic Stack 1.19. Chat project.create does not provision a business project, records repository or tracker association. organization.write protects the project map. Existing PRD arbitration supports a current human-authored spec citation, but PM self-routing falls back to the human. A prompt change alone cannot deliver this.

Scope: general Console decision buttons first; durable pre-task intake and mode selection; explicit project provisioning; project-scoped approved PRD requirements and decision delegation; automatic continuation to reviewed delivery. Preserve existing hard waits and one system configuration per instance. No running host changes under this issue until an approved deployment plan.

Acceptance: submit the original single-file pomodoro request, choose each intake path in isolated fixtures, verify separate product requirements and actual accepted PRD version, enforce actor/project boundaries, restart while waiting/building without duplicates, and deliver a reviewed offline HTML file without human message relay or terminal decision commands.

Design draft: docs/plans/2026-11-03_request-to-product-design.md. Pending owner alignment on the concrete design and temporary coding-model exception: the requested Claude Sonnet delegate failed with 503 auth_unavailable / account rate_limit_error. No implementation started.

Source review confirmed the grant-only Console restriction, both global requirement validators, pre-task decision constraint, protected business project map and arbiter self-routing. Documentation whitespace, source-reference and append-only log checks passed. No product code, approved PRD, role policy, host or config changed; product suites and acceptance remain outstanding. Sonnet research and Opus builder-check both failed 503 auth_unavailable/account rate_limit_error. Await owner acceptance of the concrete design and a temporary GPT-6.1 Sol delegation exception, or restoration of the requested Claude access.
