Provide provider-neutral PR workflows with explicit capabilities and identical normalized outcomes inside and outside T3. Scope: A) verified provider detection, capability profiles, normalized PR status and nonblocking watch predicate; B) complete inline review enumeration and verified native replies and resolution where supported; C) declared merge styles and separately inspected, verified automatic integration controls; D) direct-write guards, compatible CI adapters, fixture tests and documentation. Promote PR workflow skills and their dependencies with attribution, and test transport parity. Unsupported provider operations must fail closed. Tests use fake providers with no live forge mutations. Server upgrades, credential provisioning, UI scraping and GitLab implementation are excluded.
