First phase of the Mosaic framework constitution alpha (design: ; umbrella #542).

No behavior change for configured installs. Closes the legal window and removes private paths/domains from shipped scripts:

Add MIT (monorepo root + ) + in root and package manifests.
Drop the private fallback at 3 sites (credentials.sh, detect-platform.sh, stack-health.sh); default to (aligns with #551).
: soft-degrade the OpenBrain nudge via (removes hardcoded ); still blocks the write.

Operator decision: OpenBrain hook = soft-degrade (Q7); License = MIT (Q1).
