Phases 1+2 of the framework constitution alpha. Adds verify-sanitized.sh (two-class, self-tested) wired blocking in .woodpecker/ci.yml, and sanitizes operator identity (jarvis/jason/woltje/PDA) from 26 framework files; deletes jarvis-loop.json; relocates the AUDIT to docs/audits/; deletes two 'MANDATORY jarvis-brain rule' blocks; neutralizes SOUL persona; adds neutral examples/. Deferred: uscllc host genericization. Refs #542.
