Fast-follow to #575 (non-blocking dual-engine review items). (1) CONSTITUTION.md: state explicitly there is NO CONSTITUTION.local.md and hard gates are not locally overridable (governance clarity vs LAYER-MODEL). (2) verify-sanitized.sh: expand identity scan to YAML/TOML/dotenv/systemd-unit configs (operator data could hide there) — gate green, no new hits. (3) AGENTS.md: clarify intentional bare-launch stop-if-missing strictness vs launcher readOptional tolerance. Refs #542.
