Reconciles docs/federation/TASKS.md (single-writer mission backlog) against origin/main @ 0.0.48.

Marked done (already merged to main):

FED-M3-01 — federation v1 DTOs (PR #506)
FED-M3-02 — two-gateway harness scaffold (PR #505)
FED-M3-03 — mTLS auth-guard, OID grant resolution (PR #509; CRIT-1/2 + HIGH-1..4 remediated in-PR)
FED-M3-08 — outbound mTLS FederationClient (PR #508)

Marked in-progress (dispatched to coder lane this tick):

FED-M3-04 scope.service → coder0
FED-M3-09 query-source + FED-M3-07 capabilities verb → coder1

Adds a dated backlog-sync note recording the merges, the dispatch, and the remaining M3 DAG.
