Orchestrator ledger sync. Docs-only — updates
docs/tess/TASKS.md(no source code).Why: origin/main TASKS.md was stale (TESS-M1-003, TESS-M1-OBS-001 showed not-started though both merged).
Changes:
donewith PR/head/ROR evidence: SEC-001..006 + M1-001/002/003 + OBS-001.in-progress, ownermos-reviewer: Mos runs the M1->M2 gate review directly via its own independent non-author reviewer; orchestrator does NOT dispatch a competing lane (prior reviewer-lane dispatch recalled).Refs #707. Mos owns merge.
VERIFIED APPROVE reviewer-of-record [W-jarvis:mos] head
5119f5f3e5Docs-only PR (docs/tess/TASKS.md status sync, +14/-12). Independently verified by Mos (non-author; orchestrator authored) against ground truth — every status transition matches a merge I personally executed: SEC-001 #718@e3d98d73, SEC-002 #715@43ffbe7b, SEC-003 #717@9ab776f9, SEC-004 #716@55ae77b6, SEC-005 #725@726f7ab7 (mis-based #723 closed/superseded), SEC-006 #720@37be090e, M1-001 #719@5c42e67f, M1-002 #722@c529022d, M1-003 #724@355d814f, OBS-001 #726@53f54141 (rebased+re-ROR'd), M1-V PASS (Mos-owned independent reviewer). TESS-M1-FUP-001 correctly captured as non-gating (land with M3-001). M2-001 correctly in-progress→coder0 with the name-as-config invariant. Merge-on-green (docs-only bar; no code surface).
