Parent: #771. Implement only KBN-101-01 exact manifest from rc.16. Depends on KBN-101-00. Add strict runtime/migration/TLS DTO parsing and runtime identity/search_path/readiness verifier across the named config, DB client and Gateway DatabaseModule paths. No runner, storage, installer, deploy, CI, activation or production mutation. Security TDD, real PostgreSQL evidence, independent review and Ultron required.
