Parent: #771. Implement only KBN-101-04 exact manifest from rc.16. Depends on KBN-101-01. Update named Mosaic wizard/gateway-config paths to persist non-secret references and injected-variable contracts only. No DSNs, runner/storage/deploy/CI/activation or production mutation. TDD, redaction tests, independent review and Ultron required.
