Parent: #771. Implement only KBN-101-07 exact documentation manifest from rc.16. Depends on KBN-101-02/-03/-04/-05. Publish only interfaces actually produced by prior cards; remove/hold unsafe DDL, Compose-first, plaintext/env credential and unqualified runner routes. Include secure migrate-tier and production readiness runbooks. No source/CLI/runner/CI/deployment activation. Full semantic authority scan and independent docs/security review required.
