Parent: #771. Implement only KBN-101-06 exact manifest from rc.16. Depends on KBN-101-02/-03/-05/-07. Add canonical inventory, lexical+semantic scanner, manifest ownership checks, source-consistency and compiled command/deployment matrix to Woodpecker. Unknown/ownerless/masked DDL and credential routes fail closed. No producer-file edits, activation or live mutation. TDD, CI green, independent security review and Ultron required.
