Parent: #771. Evidence/activation card only; depends on KBN-101-00 through -07. Produce the exact foundation certificate/evidence paths after all prepared artifacts are merged, independently reviewed and terminal-green. Activation authority remains Mosaic control plane/Jason and follows backup, drain/scale-zero, TLS, roles, runner verification and rolling runtime with no force-on-red. No implementation-path edits or opportunistic deployment.
