Parent: #771. Evidence-only post-KBN-100 card. Depends on KBN-101-08 and KBN-100 #769. Prove on the deployed non-owner runtime role that every immutable KBN event/artifact/evidence relation permits required INSERT/SELECT and denies UPDATE/DELETE with retention/RESTRICT behavior. Requires independent security review and Ultron GO before KBN-105. No implementation-path edits or authority widening.
