Fixes #1122.

The @next CLI is DOA on Node 20 while the installer accepted it — velma and scooby both need next-lane installs.

install.sh: --next + Node <22 → hard fail before any npm action (stable lane keeps the ≥20 floor)
README: Node floor 20 → 22 (both install requirements and dev prerequisites)
install-next-lane.test.sh: fake-node version stub (delegates to real node otherwise); red-first case asserts the refusal message AND an empty npm log (nothing ran pre-gate); existing suite now exercises the Node-22 pass path through the stub
