Integrates the audited documentation information architecture onto the current next branch.

Includes audience books, current navigation, evidence/archive classification, verified guide migrations, and explicit authority/safety boundaries. Preserves documentation plans and scratchpads added to next after the migration branch diverged.

Verification:

  • pnpm preflight
  • pnpm typecheck
  • pnpm lint
  • pnpm format:check
  • canonical link audit (only 17 authority-owned control-document links remain unresolved)
