Summary

add deterministic, preview-only v1-to-v2 fleet roster migration evidence
preserve explicit lifecycle/default-server semantics and fail closed before fixed holder mutation
enforce strict generated/local environment boundaries and sanitized diagnostics
document schema, operator preview, backup/restore, and rollback behavior

full Mosaic suite: 59 files / 883 tests passed
focused repaired-boundary suite: 4 files / 19 tests passed
