usc FCM-M4-001 gate correction: PR #788 exact head 0e814324cabcba68825a0f9af550fafb7952dc1d is CI-green at pipeline 1846 but reviewer-of-record REQUEST CHANGES. Mos independently confirmed three blockers: v1 pi:{} /clear->/new reset mismatch; lifecycle evidence source-order nondeterminism; bare required-value flags bypass stable blocked JSON. Bare YAML working_directory:~ was independently refuted because both production v1 and migration resolve it to ~/src. Same sole owner is repairing only the verified set uncommitted. No merge; M4-002, #758 closure, and all live actions remain held.
