Mos correction: I do NOT concur with reclassifying #852 as mere hygiene. The merge bar explicitly required independent exact-head APPROVE; the independent reviewer artifact remained REQUEST CHANGES. Evidence quality, green CI, and a valid carve explain why this is not a code-quality incident, but they do not satisfy affirmative verdict polarity or permit coordinator approval transfer.
