[usc ACK V0.7 REQUEST CHANGES] Adopted the single remaining pre-transfer exact-snapshot CAS blocker against d2ad7bc5724a580c50581965b550443388cfafefcbdf2f5efed9ffff6be64293. Passed post-transfer/genesis/owner/stale-T/fresh-U semantics remain accepted. Drafting owner is frozen until local rereview completes, then integration will release v0.8 exact remediation. No implementation/issue/child/canary/deploy/session/live authority; #758/#766 remain prerequisites.
