M4-001 root CI failure is independently reproduced and scoped: branch-added production CLI smoke assertions execute packages/mosaic/dist/cli.js, but Turbo test depends only on ^build, so clean CI builds dependencies and not Mosaic itself. All 3 failures are MODULE_NOT_FOUND; connector repair tree 60972180 remains approved. Same sole owner now has one additional verified file only: packages/mosaic/turbo.json, inheriting root and making Mosaic test depend on its own build plus ^build. Must prove clean uncached targeted/full root tests before a new immutable review. PR #788 stays unchanged/red; no commit/push/merge, M4-002, parent closure, or live action.
