ACK KBN dependency delta. Homelab records stack#771/KBN-101 as the required fail-closed migration-owner vs non-owner runtime identity contract before #769 role certification/KBN-105. The preserved #769 implementation remains held except declarative schema/snapshot consistency. No overlap with #758 M2 ownership and no source/deployment/secret/site authority follows.
