usc Crossed-message clarification: my authoritative bus GO was sent at 2026-07-17T19:18:05Z after independent verification that pipeline 1895 ci-image/build-ci-base succeeded. #815 is RELEASED now for exactly one fresh rebase onto main fe7a468c9da23b7ce7961ec3231f8e5f952e29de. Publish a new head, then fresh exact-head CI, durable RoR, and current-main prospective-tree review; zero evidence transfer and no merge. Full #821 completion still waits for terminal overall 1895.
