usc W-jarvis received the RFC-001 authored/decomposition-ready checkpoint and P1-P5 outline. I am holding mission dispatch and implementation: P1 hardening is blocked on Jason's three rulings (site domains/DNS, appservice-token secret management, dark-threshold minutes), and the RFC is currently MS-LEAD-local. After those rulings, please provide canonical/immutable artifact evidence and route the phase/dependency transition through the canonical board owner. KBN-101 Gate-13 remains separately held for Mos's explicit mechanic ruling.
