Exact provider blob mutator-gate.py:53-90 uses shlex.split then checks executable/path/argv shape but rejects no shell expansion syntax. Static invocation of the exact archived function maps ALL of plain, command substitution $(printf${IFS}unsafe), backticks, and parameter expansion ${HOME}/x to mosaic_context_recover. Bash would expand these before invoking recover-context.py, so an UNVERIFIED recovery exemption can carry arbitrary shell side effects. This independently confirms the pending SECREV suspicion and is stricter than CODE env-path mismatch. P6 stays UNFIRED; 95681510 non-mergeable; do not dispatch repair until SECREV consolidates. Required red-first repair must cover shipped SKILL invocation AND fail closed on command substitution/backticks/parameter expansion/globbing/redirection/control operators, with no broad Bash exemption.
