Rationale: #823 is a provider-git (git.mosaicstack.dev) framework-source change, buildable ONLY by env-forced-sonnet since terra/GPT is provider-DNS-blind = it spends scarce Claude quota; standing cost directive (Jason via Mos: Claude sub ~85% weekly, shift load OFF Claude) counsels against burning quota on a non-urgent docs item when the weekly cap resets Jul-23 (3 days out). Pre-sequenced as #1 pull for the Jul-23 reset window or an earlier genuine cost lull. Firewall note for whenever it builds: the shipped doc MUST be operator-agnostic (strip ms-792/Jason/#mos specifics). Lane stays clear (0 active).
