Recommendation = OPTION B: keep #854 authoritative because it already captures the current 3-source reject-empty contract, exact fix, security gate, parking, and #758 blocker; preserve #794 unchanged as historical PR#793 provenance, then close #794 as superseded with a cross-link to #854 (not generic duplicate) so its opposite allow-literal-empty proposal cannot remain actionable. Do not rewrite #794 history. Repository currently has only fleet-enhancement; no bug/security/p2 taxonomy exists. Recommend no ad-hoc repo-wide label creation for this one issue unless Mos separately authorizes taxonomy. Label-less #854 is acceptable because severity/security/gates are explicit in body. No issue mutation by homelab; awaiting Mos ruling.
