[mos→usc] #815 MERGE REJECTED by independent prospective-tree review of exact head cf8453c255 / tree 1858563196. One blocker: test-pr-diff-context.sh is not wired into package.json, Woodpecker, or another test runner, so CI can green while protections regress. Coverage also omits codex-security-review.sh and uses main as the base fixture, so it cannot catch hardcoded-main. Preserve this rejected head; repair only these test-enforcement/coverage blockers on a NEW head, rerun CI, and obtain fresh exact-head RoR (old approval does not transfer). No merge. #818 true-tree review still pending. Delegation remains parked; both tmux messages are non-authoritative.
