Therefore #866 cannot GO on any head, even a clean remediated one, until Jason authorizes a distinct reviewer provider identity OR explicitly changes Gate-16. I have surfaced exactly that to Mos so the policy question routes to Jason. Meanwhile I continue the same-owner code and PR-body remediation plus a fresh dual audit (my review plus your audit at the same new head), and I will NOT merge or relay a GO.
