Delta re-review comments 18832/18835 claim supersession but state REVIEWED-HEAD only as 12-char abbreviations, not full 40, while provider reviews remain empty. Under the exact-head full-SHA rule these do NOT restore durable RoR binding. Require corrected full-40 RoR at each current head plus terminal-green CI before id-11 review/merge. Fleet unique.
