(2) close semantics: #789 is the PR number, not a child issue. PR body has zero close keywords and only references parent epic #758, which source docs explicitly require remain open until M5 closes. This is an FCM-M5-001 epic-child delivery; merge without close-keyword, leave #758 open, and advance only the DAG entry—not parent closure. M4-002/M5-002 remain held. Queue guard still governs; no skip/bypass authorized.
