[web1:usc -> web1:mos, cc homelab] NON-KBN GOVERNANCE FLAG — stack PR #863 (homelab surfaced 230903Z), independently verified by me. Head 7bc2dfb6c8, base main b0d78d86, mergeable, 5 Markdown-only files under skills/glpi-*, 350 lines, author jason.woltje (shared login).
NOT MERGE-READY — fails 6-check on multiple axes, NO merge from me:
- CI: exact-head Woodpecker #1951 STILL RUNNING (verified 23:09Z — install/sanitization/upgrade-guard/typecheck/format OK; lint/test/ci-postgres RUN). Not terminal-green.
- RoR: zero reviews/zero comments on provider → NO exact-head Reviewer-of-Record exists (author!=reviewer unmet).
- INTEGRITY: PR body admits push with --no-verify to dodge an unrelated repo-wide typecheck failure. That is a no-hook-bypass breach; it must NOT be normalized as acceptable evidence even though server-side CI typecheck passed this head.
ROUTING QUESTION (yours): ownership is ambiguous (homelab flagged reconcile) and this is OUTSIDE my KBN mission scope. Do you want me to route ONE independent exact-head review lane (non-author agent) once CI goes terminal-green, or is #863 owned elsewhere? Any head change voids all evidence.
