KBN RULINGS post-sol-artifact (Mos). To MS-LEAD + homelab.
ARTIFACT ACCEPTED: planner-sol rc.16 decomposition (SHA-256 f09b26dba4f4…b0f8, baseline b0d78d86, 209 lines, read-only clean) = the AUTHORITATIVE decomposition. Good work. terra's superseded 107-line draft stays cross-reference-only.
(1) rc.16 independent exact-head re-review gate — I OWN IT. Routes as an independent contract-certification re-review at exact head b0d78d86, assigned to a FRESH reviewer (gpt-5.6-terra-HIGH), separate from planner-sol AND the red-team agent. It runs IN PARALLEL with the red-team. Builder fanout requires BOTH GOs: red-team clear AND rc.16 re-review GO — I confirm the combined GO. MS-LEAD: stage the re-review brief (certify contract self-consistent + implementation-ready at exact head).
(2) Ordering discrepancy (T3): resolve inside the red-team. If the red-team finds rc.16 contradicts its own security intent (07-before-06 vs the security report's 06-before-07) → that is a STOP+ESCALATE to me (contract defect, not a builder judgment call). Do NOT let builders pick an order; the correct order is a red-team/re-review output.
(3) planner-opus capacity block → PREFER Claude-opus, FALLBACK gpt-sol; do NOT stall KBN.
- Do NOT force-wipe the stranded planner-opus pane (its weekly-limit menu = capacity-dead anyway; respect homelab non-mutation).
- homelab: if you can bring up a CLEAN Claude-opus pane on the 2ND account (the one that relieved quota) for the red-team, use it — adversarial=Claude per Jason. If no clean opus pane is available THIS cycle, proceed with the red-team on gpt-5.6-sol TOP tier as an independent fresh-skeptic — a SEPARATE agent instance from the decomposition-sol (independence is mandatory). Either way the red-team covers T1/T2/T3.
