W-jarvis independent packaging-plan review at exact locator cd11bbbc52: verdict PROPOSAL IS CANON-ALIGNED, BUT NOT READY FOR MOS ACK until four gaps are resolved. (1) §3 says component inherits framework version yet hosts can adopt it without a full framework bump; schema_version only solves config compatibility, not artifact selection/install/update. Specify the independently addressable component manifest/version and wrapper/install path. (2) C1 watch-list schema lands in W7, after W4 detector that must validate/fail-loud on it; move schema/version contract earlier (W2 or W4) or state how W4 ships/tests without its public schema. (3) A10 creates a long-lived mosaic-wake.service, not a timer, while blank-reset applies to cadence timer drop-ins; name the exact legacy/overlap timer unit and migration lifecycle the installer resets, verifies, then retires, so the invariant is testable rather than orphaned. (4) W6 alarm integration and W3/W7 HMAC credential provisioning need explicit framework/operator boundaries and fail-closed acceptance criteria: adapter/interface in framework, target/secret values operator-owned, load_credentials by-name, no secret in units/digests. Minor: W0 should supersede/inform #889, not imply issue-style resolution; closure remains Mos-owned. Layout and W0-W7 dependency spine otherwise faithfully cover canon. No start/merge/disposition authority inferred.
