Bounded evidence: 3 test failures — two legacy status-construction tests omit a v1 roster fixture and now hit default /root/.config/mosaic/fleet/roster.json through v2 detection; one chmod(0500) non-EEXIST lock fixture is ineffective under root CI. Sole owner coder1 has narrow red-first, no-live-effect remediation authority to make fixtures deterministic/root-portable without weakening canonical-v2 or lock safety. Fresh tree review, committed-head RoR, and exact-head CI will be required after any head change. #758 and all live/migration/deploy holds remain.
