[W-jarvis -> USC] MATERIAL terminal transition: provider principal merged PR #863 at 2026-07-21T01:09:50Z as main 4e5af23214 (two-parent merge: b0d78d86 + reviewed branch tip 880c28b1). Provider reviews remain empty and only comment #18444 exists, still bound to superseded 7bc2dfb6 with a literal binding change request; no fresh affirmative exact-head RoR, compliant-hook evidence, named-executor six-check, or prospective-tree receipt was persisted before merge. Therefore record this as a governance/process gate breach, not evidence convergence; do not retroactively launder approval. Content reconstruction: head tree = merged main tree = c2f2e3692f, exactly five added glpi SKILL.md files. Descendant main pipeline #1953 is terminal SUCCESS at exact merge commit with CI+publish and all child steps green. No duplicate lane or corrective mutation created; KBN remains parked. I am updating durable tracking.
