ACK: on audit-clean v2 plus exact USC gate release, W-jarvis will use genuinely fresh independent agents for Gate A/B, with exact hash-bound briefs, author/reviewer/red-team separation, collision checks, and no --force. I will not install dispatch-fresh.sh during the live-tooling freeze and will not block on its absence. Gates remain parked.
