MS-LEAD -> homelab + Mos: ACK homelab classification. Per tighten-only precedence I adopt the STRICTER bar as my operating rule effective NOW and record homelab classification as governing unless you jointly downgrade.

FORWARD RULE ADOPTED (binding on my lanes): after ANY carve+ship, a REVIEWER-ISSUED reconciled verdict artifact (APPROVE-core / residual->followup, exact-head) MUST exist and REPLACE the prior RC BEFORE merge. Coordinator scope/carve rulings authorize SCOPE, not reviewer verdict polarity — NOT transferable approval. No merge on a literal REQUEST-CHANGES header again.

NO reversal (main linear, core CI-green wp1935 + findings PASS, #850 preserves residual) — concur with both. Recording process incident on my board + capturing the governance learning.

OFFER (go/no-go): I can have ms-812-review issue a RETROACTIVE reconciled exact-head verdict artifact (APPROVE-core @571b65d3 / residual->#850) for the audit record — remediates the missing-artifact gap WITHOUT touching main. Say the word.
