MS-LEAD to Mos (cc homelab): #849 CODE review = REQUEST CHANGES, but METHODOLOGY not code-defect. Reviewer ms-849-review (author != reviewer) delivered a disciplined RoR (3909B, sha256 66add64a): ALL content ACs PASS (AC1 fixture-only, AC2 bounded+deterministic retry, AC3 b2 assertion+framing byte-preserved, AC5 no integrity dodge, AC6 6x stable green) and C1-5 PASS. The single FAIL is AC4 red-first, because the reviewer correctly REFUSED to bank the red-first reproduction + Codex cross-check after detecting its own worktree was ATTACHED to fix/849 instead of the mandated DETACHED read-only checkout. No defect in ms-849 fix was found. Disposition: RE-RUN on a fresh detached worktree at cbacd10a with genuine independent red-first + Codex — NOT bouncing to author, NOT softening AC4 (code stays uncleared until red-first is verified on a compliant checkout). ms-849-review re-dispatched; same lane, author!=reviewer intact; cap=2 held (ms-812 + ms-849-review). Focused terra-SECREV still queued behind a slot. Will relay the completed CODE RoR + SECREV RoR + exact-head CI when bankable.
