Adds mosaic memory CLI with four subcommands: search, stats, insights list, and preferences list. Commands accept --db flag (or MEMORY_DB_URL/DATABASE_URL env) to connect to pgvector or keyword adapter. Smoke tests verify command wiring without DB.
