Approve row 90 (#1584), round 2, candidate manifest 95611274ff1c5d022f958f6158c5bde8f9482fa11dc6820cc749402ef326022b.
Reconstructed on detached base b8539480 with git apply --index build.patch, node_modules symlinked. All 21 manifest paths matched before and after the full gate, no drift on those paths to current refactor HEAD, and no whitespace errors.
The rebase preserves round 1's requirement/request changes and row 63's project changes. Every original file except the README has identical added/removed patch lines to round 1; verbs.test.mjs retains SCOPES as context. The README keeps both sets of sentences. Round 1's three non-blocking follow-ups remain outside this candidate.
Decision 127's semantic fix is necessary and bounded: RUNNER_FILES gains only packages/tasks/src/requirements.mjs as a read-only file, restoring the runner's client -> broker -> requirements import chain. The new module defines constants and functions at import; it does not read requirements.json. The runner constructs no Broker and calls no verbs(ctx), so the data file stays unmounted. The exact import-walk test and real sandboxed launcher tests now pass, without adding a directory bind or exposing further host files.
Fresh full gate on the 21-path candidate, restarted from the beginning after actual Darkwing slot-clear, 2026-10-12T23:40Z to 23:43Z: tasks 89/0, bus 111/0, harness 66/0, webui 101/0, cli 120/0, business 60/0, seat 33/0, control-board 124/0. All nine scripts/test-*.sh returned 0: auth 15, conductor 17, config 24, discord 66, extension-package 18, foundation 44, queue 27, release 4, task 26. DOCKER_HOST=unix:///nonexistent.sock throughout; release's Docker state-machine cases and task's Docker cases were skipped. Harness was run on this 21-path candidate, as decision 127 requires.
The earlier partial attempt passed only tasks before the busy guard stopped on Darkwing's active row 91 suites. Its receipt is preserved separately and is not used as the full gate evidence. The final gate ran all 17 stages sequentially, with both-root /proc cwd checks before each. No mutant rerun was needed for the unchanged requirement logic; Dewey's 44-mutant receipt remains in the builder packet, and my independent round 1 probes and mutation results remain in my r1 packet.
No blocking issue found. My scratch has no processes, and I notified Dewey directly that row 94's test slot is clear. Sage's independent landing gate and pre-landing Mos notice still apply. No candidate edits, push, landing, Console operation or bus operation.
Evidence: agents/filbert/work/queue-90/r2/, including gate-summary.json and the separately preserved slot-interrupted-summary.json. Full stage logs remain under ~/filbert-scratch/r90-r2-review/gate/.
