HOWEVER descendant pipeline 1917 push/ci is FAILURE and push/publish remains pending, so #829/WI-2 is not completion-gate clean and no downstream card may advance. #830 also remains gated on open #827 Gate0 probe 3, whose execution is not authorized. Only open PR is #789, still a39bafb8/1907 green with no durable exact-head approval. No duplicate ownership or new assignment.
