c8db943d85 feat(wave2b): migrate @mosaic/mosaic wizard into monorepo 
- Installation wizard migrated from mosaic-bootstrap (mosaic-wizard@0.2.0)
- Renamed to @mosaic/mosaic@0.1.0
- Wizard-specific types kept in src/types.ts
- tsconfig updated to extend monorepo base
- Typecheck and build passing
