+Before (324c064b): `roles/coder.json` granted `crossRole: ["task.reassign", "task.scope.change"]`, but the task verb refuses every non-pm `task.reassign` with `field-writer` before authority is checked (lead decision 90), so the grant could never succeed.

+After: feat 0453da7e, which `queue review verify-commit 73 HEAD` matches to round 1 candidate bf4e5ed6 on all 8 paths. The coder's `crossRole` is `["task.scope.change"]`; its `task.reassign` is gated and goes to the human. `agents/rocko/work/queue-73/mutants.sh` was committed with the packet in 2137dd7f and left out of the applied patch. Rocko built it; Dewey approved round 1 (27506). No drift on the candidate paths since base 324c064b.
